我国研究生教育资源配置效率评价研究——基于DEA-Malmquist模型的实证分析

摘要 在我国持续推进研究生教育高质量发展的背景下,教育资源配置效率成为学术界关注的重要议题。本研究运用DEA-Malmquist模型,从静态和动态两个视角基于2016—2020年的面板数据对我国各省(区、市)研究生教育投入与产出水平进行综合评价。DEA静态分析表明:我国研究生教育综合技术效率平均值为0.934,未完全实现DEA有效;从区域看,总体呈现“东西弱,中部强”的态势,东部和东北部主要受纯技术效率影响,西部规模效率需进一步提升。Malmquist动态分析表明:全要素生产率均值由0.968增长至1.027,资源配置效率整体实现小幅度提升,其中东部和东北部的提升速度要快于中部和西部,特别是西部地区的技术和效率仍有较大提升空间。可以从科学统筹资源配置、多措并举赋能技术进步与效率提升、强化资源配置质量监控等路径优化我国研究生教育资源配置效率。 In the context of China’s continuous promotion of high-quality development of graduate education in the new era,re-examining the efficiency of current educational resource allocation has become one of the important topics of academic concern.Using DEA-Malmquist model,this paper comprehensively evaluates the level of postgraduate education input and output in China’s provinces based on Panel data from 2016 to 2020 from both static and dynamic perspectives.The results show that the static analysis of DEA shows that the average comprehensive technical efficiency of graduate education in China is 0.934,which has not fully realized the effectiveness of DEA;From a regional perspective,the overall situation shows a trend of“weak in the east and west,strong in the central region”.The eastern and northeastern regions are mainly affected by pure technological efficiency,while the scale efficiency of the western region still needs to be further improved.Malmquist dynamic analysis shows that China’s average total factor productivity increased from 0.968 to 1.027 from 2016 to 2020,and the overall efficiency of resource allocation achieved a small increase.The speed of improvement in the eastern and northeastern regions is faster than that in the central and western regions,especially in the western regions,technological progress and efficiency still have a large room for improvement.Based on this,the optimization path for the efficiency of resource allocation in graduate education in China is pointed out by scientifically planning and investing in resource allocation,implementing multiple measures to empower technological progress and efficiency,and strengthening resource allocation quality monitoring.
