摘要
为了确保水环境监测活动符合技术规定,明确区分监测前、中、后各过程的要求,保证采集样品的代表性、有效性和完整性,从采样方案设计、样品采集、样品运输和流转、样品分析、样品处置、数据汇总审核、报告出具等每个环节都需进行严格有效的管控。有效的全过程质量控制不仅能够提高水环境监测的公正性、准确性及有效性,而且还能提升监测机构的分析水平,为水环境治理提供更准确的技术支持。
In order to ensure that the water environment monitoring activities meet the technical requirements,clearly distinguish the process requirements before,during and after monitoring,and ensure the representativeness,effectiveness and integrity of collected samples,strict and effective control should be carried out in every link,such as sampling scheme design,sample collection,sample transportation and circulation,sampleanalysis,sample disposal,data summary and audit,and report issuance.Effective whole-process quality control can not only improve the scientificity,fairness,accuracy and effectiveness of water environment monitoring,but also improve the analysis level of monitoring institutions and provide more accurate technical support for water environment management.
