摘要
针对安徽省江淮分水岭地区存在的当地降水径流少、时空分布不均衡、区域对水资源特别是优质水源的需求日益增加等问题,在保护流域生态环境的基础上,结合该区水资源开发利用现状和水资源配置工程体系构建了区域水资源配置模型,经综合考虑水资源刚性约束指标、地下水管控要求、外调水工程建设以及再生水回用等要求,拟定了该区重点流域规划年水量分配方案,旨在为区域水资源合理开发、节约、保护与利用提供支撑。
In response to the issues of low local precipitation and runoff,uneven spatiotemporal distribution,and increasing regional demand for water resources,especially high-quality water sources in the Jianghuai(region between Yangtye River and Huaihe River)watershed area of Anhui Province,a regional water resource allocation model is constructed based on the current situation of water resources development and utilization in the area and the water resources allocation engineering system.Based on the comprehensive consideration of water resources rigid constraint indicators,groundwater control requirements,the requirements for the construction of external water transfer projects and the reuse of recycled water,a water allocation scheme for key basins in the area has been formulated,aiming to provide support for the rational development,conservation,protection,and utilization of regional water resources.
