摘要
大藤峡水利枢纽工程淹没范围广,搬迁人口多,安置方式多样,企业处理难度大,受政策调整影响大,在移民安置实施工作中遇到诸多难题。通过高水平规范设计引领,采取高位高效推动、规范实施工作、创新工作方法、探索安置方式、优化验收方法、活用移民政策等多种方式方法,推动工程提前一年完成二期蓄水移民安置验收目标,为工程提前一年发挥综合效益奠定基础,也为库区经济社会发展做好“水文章”和库区移民共享高质量发展成果创造条件。
The Datengxia Water Conservancy Hydropower Project’s inundation has a wide reach,involving a considerable population that necessitates diverse resettlement methods.This presents significant challenges for enterprises to handle and is substantially impacted by policy adjustments.By employing various strategies such as high-level coordination,innovative work methods,exploring resettlement approaches,emphasizing acceptance management,and a comprehensive understanding of resettlement policies,the completion of the second phase of the Datengxia Project’s water storage and resettlement acceptance target was accomplished one year ahead of schedule.This laid the groundwork for achieving comprehensive benefits of the project ahead of schedule.It also contributes to the economic and social development of the reservoir area,creating the condition for the residents of the reservoir area to share in high-quality development achievements.
