摘要
构建完善的国际体育组织人才培养模式,对推动我国体育事业现代化高质量发展、提升国际体育影响力和话语权及深度参与全球体育治理具有重要意义。运用文献调查法、案例分析法及逻辑推理法,基于“螺旋模式”下国际体育组织人才的培育、推送、晋升、回流4个阶段,研究发现:1)亟需加强政府、高校、协会及社会联动协调发展、搭建信息咨询和培训平台、运用多元化的后备人才储备手段;2)设立政府与非政府混合型主管部门并加强协调输送、加大政府主导的专业人才推送及社会场域下的人才派遣力度;3)畅通晋升通道、加强枢纽联结;4)增加政府部门和私营企业岗位数量、制定开放型管理体系与保障机制及确保经验知识的提升与流动,构建完整的国际体育组织人才培养模式。
It is of great significance to build a perfect training model for international sports organizations to promote the modernization and high-quality development of China's sports industry,enhance the influence and discourse power of international sports and deeply participate in global sports governance.Using literature survey method,case study method and logical reasoning method,based on four stages of cultivation,promotion,advancement and return of talents of international sports organizations under the spiral model,the study finds that:1)there is an urgent need to strengthen the government,colleges and universities,and associations to promote the development of international sports organizations.2)Setting up mixed government and non-government authorities and strengthening the coordination of transportation,increasing the government-led promotion of professional talents and the dispatch of talents in the social field.3)Smooth promotion pathways and strengthen pivotal connections.4)Increase the number of positions in government departments and private enterprises,develop an open management system and guarantee mechanism,and ensure the enhancement and mobility of experience and knowledge,so as to build a complete model for training talents in international sports organizations.
