摘要
水功能区划是水资源保护和开发的重要依据,是实行最严格水资源管理制度的重要抓手。为满足喀什噶尔河流域水资源开发利用、水生态环境保护和水行政管理的需要,在流域现行地表水功能区划的基础上,文章结合现场调查,从流域经济社会发展布局、水源地布局以及行政区划调整等角度,提出了流域地表水功能区划的优化调整建议,可为流域日后水功能区划调整、促进流域水资源保护工作、适应经济社会发展新形势新要求提供借鉴参考。
Water functional zoning serves as a significant foundation for both the conservation and exploitation of water resources,functioning as a crucial mechanism to enforce rigorous water resource management practices.In order to address the demands of water resource utilization,aquatic ecological preservation,and water administrative management in Kaxgar River Basin,this paper proposes optimization and adjustment recommendations for the basin’s surface water functional zones.Building upon the existing functional zoning and informed by on-site investigations,the study considers factors such as basin-level economic and social development layout,water source arrangement,and administrative delineations.These suggestions can offer valuable insights and references for future adjustments to the basin’s water functional zoning,aiding in the promotion of water resource conservation efforts and the adaptation to new circumstances arising from economic and social development.
