摘要
国家乡村振兴战略的提出为城乡规划学科介入乡村工作提出了更高的要求,如何培养乡村振兴适用性的规划人才成为学科发展面临的重要问题。本文分析了城乡规划学科在乡村规划实践工作中面临的新挑战,梳理了城乡之间本体论的差异和乡村发展的历史性转向,认为面向乡村的规划要跳出传统规划思维,从以空间为目标的物质空间规划,转向以空间为手段、以社区福利最大化为目标的空间治理和经营。在规划学科建设中要强化乡村研究的价值引领,要引入交叉学科的思维,要贯彻治理和社区营造的理念,以实践为导向培养乡村振兴适用性人才。
China's rural revitalization strategy has put forward higher requirements for the discipline of urban and rural planning to intervene in rural areas.How to train suitable planning talents for rural revitalization has become an important issue for discipline development.This paper analyzes the new challenges faced by urban and rural planning discipline in rural planning practice,examines the ontological differences between urban and rural areas as well as the historical shift in rural development.It argues that rural planning should break away from traditional planning thinking,shifting from physical space planning to spatial governance and management with space as a means and the goal of maximizing community welfare.It is necessary to strengthen the value guidance of rural studies,introduce interdisciplinary thinking,implement the concepts of governance and community construction,and cultivate talents suitable for rural revitalization with practice orientation.
