海南省县级地区生活饮用水污染事件应急处置能力调查研究 被引量:1

Investigation on the response capacity of Hainan’s county-level areas to drinking water contamination emergencies

摘要 目的了解海南省县级生活饮用水污染事件应急处置能力现状,提出可行性建议。方法2013年选择在海南省定安县和乐东黎族自治县作为试点地区开展调查,了解相关单位(生活饮用水相关管理部门、专业技术支撑机构及供水单位)对生活饮用水污染事件的应急处置能力现状以及应急处置工作人员的应急能力。结果组织管理方面,44.4%(24/54)的单位成立生活饮用水污染事件应急处置工作的领导小组,29.6%(16/54)的单位制定过生活饮用水污染事件应急处置相关的应急预案;应急处置方面,20.4%(11/54)的单位曾经参与生活饮用水污染事件应急处置工作。46.3%(25/54)和20.4%(11/54)的单位曾经组织过生活饮用水污染事件应急处置方面的知识培训和应急演练。36.8%(46/125)的应急处置工作人员了解国内在突发公共卫生事件应急处置方面的法律法规。结论海南省县级地区生活饮用水污染事件应急管理体系基本建成,但仍存在应急处置经验、人员和检测能力不足等问题,今后应进一步加强各方面能力建设。 Objective To understand the current response capacity of county-level areas in Hainan to drinking water contamination emergencies,and based on this,to propose feasible suggestions.Methods Investigations were conducted in two pilot areas(Ding'an County and Ledong Li Autonomous County of Hainan)in 2013,to understand emergency response capacities of relevant departments(including drinking water management departments,professional technical support institutions,and water suppliers)and relevant workers to drinking water contamination emergencies.Results In terms of organizational management,44.4%(24/54)of the units had established leadership groups for emergency response to drinking water contamination emergencies,and 29.6%(16/54)of the units had developed emergency response plans to these emergencies.In terms of emergency responses,of the units,20.4%(11/54)had participated in emergency management of drinking water contamination emergencies,46.3%(25/54)had conducted trainings regarding relevant knowledge,and 20.4%(11/54)had implemented relevant emergency preparedness exercises.Among the emergency response workers,36.8%(46/125)knew China's laws and regulations on emergency response to public health emergencies.Conclusion In Hainan's county-level areas,the emergency management system for drinking water contamination emergencies has been basically established,but there are still problems such as insufficient response experience,personnel,and detection capabilities.Efforts should be made to further strengthen the response capacity building comprehensively.
