摘要
随着大数据、云计算、互联网等信息技术的不断发展成熟,大数据应用于突发公共卫生事件中的价值效果不断凸显。通过对大数据应用于突发公共卫生事件的背景进行梳理,结合大数据的概念及特征,分析目前大数据技术在突发公共卫生事件中的应用,总结出大数据应用于突发公共卫生事件中存在数字鸿沟扩大、隐私泄露严重、数据权利滥用等数据问题,提出通过完善社会规制、强化制度约束、加强数字建设,消除数字鸿沟、防止隐私泄露、维护数据权利等举措促进大数据技术在突发公共卫生事件的应用。
With the continuous development and maturity of information technologies such as big data,cloud computing and the Internet,the value and effect of big data applied to public health emergencies continue to be highlighted.By combing the background of the application of big data in public health emergencies and combining the concept and characteristics of big data,this paper analyzes the current application of big data technology in public health emergencies,and concludes that there are problems such as widening digital divide,serious privacy leakage and abuse of data rights in the application of big data in public health emergencies.It is proposed to promote the healthy development of big data technology in public health emergencies through improving social regulations,strengthening institutional constraints,strengthening digital construction,eliminating digital divide,preventing privacy disclosure,and safeguarding data rights.
