摘要
水库大坝安全是国家水安全的重要保障。水利部高度重视水库运行安全管理工作,印发《水利部关于加快构建现代化水库运行管理矩阵的指导意见》等一系列文件,并积极开展现代化水库运行管理矩阵建设工作。围绕现代化水库运行管理矩阵“四全”管理、“四制(治)”体系、“四预”措施、“四管”工作,阐述了矩阵建设的背景、总体要求、重点任务,并对重点问题进行解析,为全力推进现代化水库运行管理矩阵建设工作提供指导。
Safety of reservoirs and dams is critical for safeguarding national water security.Ministry of Water Resources has attached great importance to the safety of reservoir operation and management,with the issue of a series of regulations such as the“Guiding Opinions of the Ministry of Water Resources on Accelerating Construction of a Matrix for Modernizing Reservoir Operation and Management”and establishment of the operation and management matrix for modernizing reservoir.The paper makes an introduction on the background,overall requirements,key tasks and suggestion of matrix construction,with relevant suggestions focus on the“four comprehensive”management,“four systems(management)”,“four pre”measures and“four management”work,so as to provide guidance for improving reservoir operation and management.
