摘要
基于中国特色社会主义政治制度及中国共产党集中统一领导,我国人大国有资产管理监督是人大及其常委会对本级政府履行出资人职责和国有资产管理情况进行的监督。它是一种合作式监督,具有权威性、层级性、间接性和协同性的特点。人大国有资产管理监督符合改革发展逻辑,是推动财政治理、国有资产治理和共同富裕的必然要求。本文结合我国人大国有资产管理监督实践,对政治问责理论进行本土化修正,从制度、信息、对话、强制和协同五要素构建合作导向的政治问责分析框架,阐述我国人大国有资产管理监督的运行机理,以期对后续深化人大国有资产管理监督理论研究与实践发展有所裨益。
Based on the Chinese socialist political system and the centralized and unified leadership of the CPC,the supervision of state-owned asset management by the National People's Congress is the supervision of the National People's Congress and its Standing Committee on the performance of the responsibilities of investors and the management of state-owned assets by the government at the same level.It is a collaborative supervision with the characteristics of authority,hierarchy,indirectness,and synergy.The supervision is in line with the logic of reform and development,and is an inevitable requirement for promoting fiscal governance,state-owned asset governance,and common prosperity.This article combines the practice of state-owned asset management and supervision by the National People's Congress to localize and revise the theory of political accountability.It constructs a cooperative oriented political accountability analysis framework from the five elements of system,information,dialogue,coercion,and collaboration,and elaborates on the operation mechanism of state-owned asset management and supervision by the National People's Congress.It is expected to be beneficial for further deepening the theoretical research and practical development of state-owned asset management and supervision by the National People's Congress.
