摘要
为促进长江流域生态环境质量持续向好,聚焦水生态补偿机制建设的核心目标,在明确长江流域主体功能定位的基础上,以及长江流域水生态补偿机制面临生态保护补偿机制理论基础需进一步夯实、市场化多元化补偿长效机制需进一步健全、生态保护补偿政策制度体系需进一步完善、生态补偿资金筹集方式单一等突出问题的背景下,围绕限制与禁止类、修复与治理类、资源开发与建设类不同类型,分类建立了相应的生态补偿机制,包括补偿机制、补偿范围、标准、对象、方式,为推动长江流域水生态补偿机制建设实践提供思路与方法。
In order to promote the sustained improvement of ecological environment quality of the Yangtze River Basin,focusing on the core objective of the construction of the water ecology compensation mechanism.On the basis of clarifying the positioning of the main function of the Yangtze River Basin and revealing that the water ecology compensation mechanism in the Yangtze River Basin is facing problems such as the theoretical foundation of the ecological protection compensation mechanism needs to be further consolidated,the long-term mechanism of market-oriented and diversified compensation needs to be further improved,the system of ecological protection compensation policies and institutions needs to be further perfected,and there is a single way of mobilizing funds for ecological compensation.Around the restriction and prohibition category,repairing and treatment category,resource development and construction category,the corresponding ecological compensation mechanism had been established,including the compensation mechanism,compensation scope,standards,object and method,which provided ideas and methods to promote the practice of water ecological compensation mechanism in the Yangtze River Basin.
