新技术变革和全球可持续发展新动能

New Technological Changes and New Driving Forces for Global Sustainable Development

摘要 国际学术界讨论新技术变革提出了三种思路,即生物技术引领变革、信息技术引领变革、信息技术和生物技术融合发展。从新技术变革的典型化事实中可以看到,信息技术仍然在持续扩张自己的领地,生物技术以缓慢渐进的方式扩张,新技术革命具有两极化、簇群化和融合化特征。为此提出“双雁引领”模型,即信息技术和生物技术如两只大雁引领着技术变革并形成两个高新技术簇群,通过交叉融合推动产业创新和全球经济可持续发展。当前,全球经济增长出现低迷的态势,寻求可持续发展的新动能成为摆在世界各国经济学家面前的重大课题,我们应从新的技术变革中寻求全球可持续发展的新动能。 The international academic community has proposed three ideas for discussing new technological changes,namely biotechnology leading change,information technology leading change,and the integration of information technology and biotechnology.From the typical facts of the new technological revolution,it can be seen that information technology is still expanding its territory,and the expansion of biotechnology is showing a slow and gradual manner.The new technological revolution has characteristics of polarization,clustering,and integration.To this end,the"Double Wild Goose Leading"model is proposed,which means that information technology and biotechnology,such as the two big geese,lead technological change and form two high-tech clusters,promoting industrial innovation and sustainable global economic development through cross integration.At present,the global economy is experiencing a sluggish long-term growth trend,and seeking new driving forces for sustainable development is a major issue facing economists around the world.We should seek new driving forces for global sustainable development through new technological changes.
