摘要
乡村作为最基本的治理单元,是国家治理能力建设的微观基础,其治理成效不仅关乎乡村的和谐稳定,也深层影响社会整体治理水平。随着社会治理的“重心下移”,积分制作为村级公共事务的治理工具,在激励村民参与公共事务积极性方面具有显著优势,但在全国各地持续创新和完善乡村治理过程中,部分地区村民积分制实施过程中遇到财政不足、主体缺位等问题。基于此,文章以陕西省Q县F村为研究案例,经对其村民积分制地方实践调研发现,F村作为陕西省村级经济发展强村与乡村治理示范村,其运用村民积分制与环保卫生、乡风文明建设等村庄事务相结合,显著激发了村民参与村级公共事务的积极性的同时,仍存在村民积分制治理手段陈旧、治理深度不够等问题。对此,文章提出F村应将村民积分制与产权改革相辅,以数字赋能乡村治理强化“村”“民”纽带等手段助推乡村治理有效。
As the most basic governance unit,the village is the micro foundation of national governance capacity building,and its governance effectiveness is not only related to the harmony and stability of the village,but also deeply affects the overall governance level of society.With the important instruction of“shifting the center of gravity downward”of social governance,points production has significant advantages in stimulating villagers’enthusiasm for participating in public affairs as a governance tool for village-level public affairs,but in the process of continuous innovation and improvement of rural governance across the country,the implementation of the villagers’point redemption scheme in some areas has encountered problems such as insufficient finance and lack of subjects.Based on this,this paper takes Village F in Q County,Shaanxi Province as a research case,and through the investigation of the local practice of the villagers’point redemption scheme,it is found that as a village-level strong village for economic development and a demonstration village for rural governance in Shaanxi Province,the use of villagers’point redemption scheme combined with village affairs such as environmental protection and sanitation,and the construction of rural style and civilization has significantly stimulated the enthusiasm of villagers to participate in village-level public affairs,but there are still problems such as outdated governance methods and insufficient governance depth of the villagers’point system.In this regard,the article proposes that village F should complement the villagers’point redemption scheme with property rights reform,and use digital empowerment of rural governance to strengthen the bond between“village”and“people”to promote the effectiveness of rural governance.
