摘要
特岗教师计划是一个具有中国特色的教育政策,政策实施以来中国农村教师队伍结构有所改善,作为一个新生代教师群体的青年特岗教师为提高农村教育质量作出了应有贡献,同时也存在着教师专业发展不足等困境。反思特岗教师发展困境,“特岗教师”政策因其短期性、临时性等先天缺陷而限制了青年教师的专业持续发展。基于新制度经济学契约理论进行教师教育改革,推行“特岗教师”专业发展新模式,建立农村教师长效补充机制,能更好地满足农村教育高质量师资的需求。教师教育供给侧性改革不仅能更好满足乡村学校的教师需求,也是对当前地方高师院校转型发展的现实呼应。
The special post teacher plan is an educational policy with Chinese characteristics.Since the implementation of the policy,the structure of rural teachers in China has improved.As a new generation of teachers,special post teachers have made due contributions to improving the quality of rural education.There are practical difficulties such as insufficient professional development of young special post teachers.Reflecting on the motivation of the“special post teacher plan”,the“special post teacher”policy limits the sustainable professional development of young teachers due to its short-term,temporary and other congenital defects.Based on the contract theory of new institutional economics,promoting the reform of teacher education,implementing a new model of“special post teachers”professional development,and establishing a long-term supplementary mechanism for rural teachers can better meet the needs of high-quality teachers in rural education.The supply-side reform of teacher education can not only better meet the needs of teachers in rural schools,but also reflect the reality of the current transformation and development of local normal colleges and universities.
