摘要
国土空间详细规划是以往控制性详细规划的延续与拓展,其编管体系构建的核心目标已由“建设行为管控”转向“空间治理”,如何优化详细规划编管体系亟待探索。针对国土空间规划背景下详细规划“一张蓝图绘到底”、统筹全域全要素、编管结合的新要求,梳理总结出全时空传导、全域全要素管控、全流程管理3大详细规划发展趋势,提出畅通“总—详”传导路径、推动详细规划全覆盖、提升详细规划管理时效、建设详细规划数字平台、完善详细规划标准体系5大优化路径,指引详细规划编管体系优化升级。
Detailed planning in the system of territorial space planning continues and expands previous regulatory plans,and its core objective has shifted from"construction control"to"spatial governance".Based on the new requirements of"one blueprint governance",integration of whole area and all elements,combination of compilation and management in territorial space detailed planning,the development trends of detailed planning are summarized:whole time transmission,whole area and all elements control,and whole process management.Five optimization paths are put forward:smooth transmission path,full coverage of detailed planning,improving detailed planning efficacy,building digital platforms,and improving the standard system,so as to guide the optimization of detailed planning compilation and management system.
