摘要
农村社会治理是我国学者研究的热点问题。十九大以来农村社会治理研究的重点是乡村振兴战略背景下农村社会治理能力提升的路径研究。农村社会治理具有有效化解农村利益矛盾和农村利益冲突、提高制度整合力与精细化治理、满足人民群众对美好生活向往与追求的社会功能。在乡村振兴背景下,中国农村治理仍面临着农村人员流失严重、缺少有效组织力量、农村基层组织的治理能力尚显不足、农村民众参加治理的积极性不高、多元化组织的农村管理制度基础尚未完善等困难,因此,我们建议通过研究城乡人员双向流动管理机制,从扩大乡村社会管理参与者的社会影响力、提高农村基层组织的管理功能建设、加强农民群众参与农村社会治理主体的积极性、培育农村社会多元治理机制等,合理应对农村社会治理面临的新挑战以及更进一步地建立完善新时代的农村社会治理体系。
Rural social governance is a hot issue for Chinese scholars.Since the 19th National Congress of the Communist Party of China,the focus of rural social governance research is the path research of improving rural social governance capacity under the background of rural revitalization strategy.Rural social governance has the social function of effectively resolving rural interest contradictions and conflicts,improving institutional integration and refined governance,and satisfying people's yearning for and pursuit of a better life.Under the background of rural revitalization,rural management in China is still facing difficulties such as serious brain drain of rural personnel,lack of effective organizational strength,insufficient management function of rural grass-roots organizations,weak initiative of rural residents to participate in management,and imperfect institutional foundation of rural management of diversified organizations.Therefore,it is suggested that a study be made of the management mechanism of two-way flow of urban and rural population to expand the social influence of rural social management participants,improve the management function construction of rural grass-roots organizations,strengthen the enthusiasm of farmers to participate in rural social governance subjects,and cultivate multiple governance mechanisms in rural society,so as to cope with the new challenges faced by rural social governance and further establish and improve the rural social governance system in the new era.
