长三角地区产业升级的生态环境效应分析

Analysis on eco-environmental effects of industrial upgrading in Yangtze River Delta

摘要 在梳理产业升级对生态环境作用机理的基础上,采用2000—2019年长三角地区三省一市的面板数据,构建生态环境效应综合指标和面板分位数模型,探究长三角地区产业升级与生态环境变化的内在联系。研究发现:长三角地区产业升级对生态环境水平具有显著改善作用;不同环境污染阶段的产业升级对生态环境的影响具有异质性;经济增长、创新水平和制度质量会显著促进长三角地区生态环境优化,但是外商投资会导致长三角地区生态环境恶化。据此对长三角地区发展规划提出推动地区产业绿色转型升级、提高区域创新水平、强化环境治理倒逼地区传统工业转型升级等针对性建议。 On the basis of reviewing the mechanism of industrial upgrading on ecological environment,using the panel data of three provinces and one municipality in the Yangtze River Delta from 2000 to 2019,a comprehensive index of ecological environment effect and a panel quantile model is constructed to explore the internal relationship between industrial upgrading and ecological environment change in the Yangtze River Delta.It is found that the industrial upgrading in the Yangtze River Delta has a significant effect on improving the level of ecological environment;the impact of industrial upgrading at different stages of environmental pollution is heterogeneous on the ecological environment;the economic growth,innovation level and institutional quality significantly promote the optimization of the ecological environment in the Yangtze River Delta,but foreign investment leads to the deterioration of the ecological environment in the Yangtze River Delta.Therefore,the targeted suggestions for the development planning of the Yangtze River Delta region are put forward,such as promoting the green transformation and upgrading of regional industries,improving the level of regional innovation,strengthening environmental governance and forcing the transformation and upgrading of regional traditional industries,etc.
