摘要
存量规划背景下,大城市的城中村被纳入土地再开发范围,由于城中村社会结构和土地权属的复杂性,全面拆除重建方式从经济和社会层面均不利于城市可持续发展。因此,本研究引入全周期管理视角,探讨城中村更新改造中的核心要素和关键环节,综合考虑城市发展与城市更新的整体协调性。首先,研究借鉴全周期管理理论中的决策、设计、建设、运行维护四个阶段,提出全周期视角下城中村改造模式的分析框架与研究方法;其次,以深圳市水围柠盟人才公寓改造为例,采用实地调研、深度访谈、问卷调查、经济测算等方法,分析水围村改造全周期过程中涉及的物质空间变化、开发建设模式、社会经济影响及使用效用评价,探索性提出在尽量不拆迁、不变更产权的前提下将“非正规”城中村住房纳入到“正规”住房体系中的新路径,即以在改造中建构政府、开发商、村民集体、设计师的共识为核心要素,以“决策、设计、建设、运行的全周期管理”为关键环节的更新改造模式。
Under the background of inventory planning,urban villages in big cities are included in the scope of land redevelopment,and due to the complexity of the social structure and land tenure of urban villages,the reconstruction mode of complete demolition is not conducive to sustainable urban development from both economic and social aspects.Therefore,from the perspective of full-cycle management,this study discusses the core elements and key links in the reconstruction of urban villages,and comprehensively considers the overall coordination of urban development and urban regeneration.First of all,the four stages of decisionmaking,design,construction and operation in the theory of full-cycle management are studied and used for reference,and the analysis framework and research method of the reconstruction mode of urban village from the full-cycle perspective are proposed.Secondly,taking the renovation of Ningmeng Talent Apartment in Shuiwei Village,Shenzhen as a case,conducting the field research,in-depth interview,questionnaire survey,economic calculation and other methods to analyze the material space change,construction mode,social and economic impact and utility evaluation involved in the whole cycle of renovation of Shuiwei Village.The paper proposed to incorporate“informal”urban village housing into the“formal”housing system under the premise of not demolishing or changing property rights,namely building the consensus of the government,enterprises,designers and villagers in the renovation construction as the core essential factor,and constructing“decision-making,design,construction and operation of the whole cycle management”as the key link of renovation model.
