摘要
鉴于城市的高质量发展对黄河流域高质量发展具有带动和辐射作用,为了给黄河流域生态保护和高质量发展重大国家战略的全面实施提供参考,基于“三生”(生态、生产、生活)视角构建高质量发展评价指标体系,运用熵权TOPSIS法构建高质量发展测度模型,采用高质量发展贴近度反映高质量发展水平,对黄河流域61个地级市2011—2020年高质量发展水平进行测度,采用K均值聚类算法等分析黄河流域城市高质量发展水平时空变化情况。结果表明:1)2011—2020年黄河流域城市高质量发展水平整体上呈显著上升趋势。2)目前黄河流域高质量发展水平仍然普遍较低,从空间上看,上、下游城市高质量发展水平接近且均明显高于中游城市。3)黄河流域各市高质量发展水平差异较大。4)高质量发展水平较高的城市多为省会城市和新一线城市,其“三生”水平均较高,这类城市较少;分布于生态环境较好的上游地区和经济发展较为强劲的下游地区部分城市,高质量发展水平相对较高,这类城市“三生”中的1个或2个发展水平较高,属非全面发展,这类城市也较少;占比较大的其他城市高质量发展水平较低,这类城市“三生”水平均相对较低。建议:1)实施差异化发展策略,各城市因地制宜、发挥自身优势、补齐“三生”短板;2)进一步提高中心城市、省会城市及城市群竞争力,使其发挥更大的辐射带动作用;3)抓住发展机遇,促进经济发展、生态保护、民生改善。
In view of the fact that the high-quality development of cities has a driving and radiating effect on the high-quality development of the Yellow River Basin,in order to provide reference for the comprehensive implementation of the major national strategy of ecological protec-tion and high-quality development in the Yellow River Basin,the evaluation index system of high-quality development was built from the per-spective of“Sansheng”(ecology,production and life)and the entropy weight TOPSIS method was used to build a high-quality development measurement model.The closeness of high-quality development was used to reflect the high-quality development level,and the high-quality development level of 61 prefecture-level cities in the Yellow River Basin from 2011 to 2020 was measured.K-means clustering algorithm was used to analyze the temporal and spatial variation of high-quality development level of cities in the Yellow River Basin.The results show that a)the level of urban high-quality development in the Yellow River Basin in 2011-2020 shows a significant upward trend.b)At present,the level of high-quality development in the Yellow River Basin is still generally lower.From a spatial point of view,the high-quality development level of cities in the upper and lower reaches is close to and obviously higher than that in the middle reaches.c)There are great differences in the level of high-quality development among cities in the Yellow River Basin.d)Most of the cities with higher level of high-quality develop-ment are provincial capital cities and new first-tier cities,the average water of“Sansheng”is higher,and such cities are less.They are dis-tributed in the upstream areas with better ecological environment and some cities in downstream areas with strong economic development.The level of high-quality development is relatively higher,and one or two of these cities have a higher level of development,which belongs to non-all-round development,and there are few such cities.Other cities that account for a relatively larger proportion have a low level of high-quali-ty development,and the average“Sansheng”water in such cities is relatively lower.It is suggested that a)implement differentiated develop-ment strategies,and cities should adjust measures to local conditions,give full play to their own advantages and make up for the shortcomings of“Sansheng”;b)Further improve the competitiveness of central cities,provincial capitals and urban agglomerations,so that they can play a greater role in radiating and driving and;c)Seize the opportunity of development to promote economic development,ecological protection and the improvement of people’s livelihood.
