摘要
高速公路施工是一项复杂的跨区域系统性线性工程,整个施工期间都存在着大量不确定安全管理因素,面临着不可预测的较大风险,针对全过程全方位跨区域高速公路工程,如何进行系统安全管理建设及实施,实现“零伤害、零损伤、零污染”的管理目标,文章从组织机构,风险评价体系,风险控制措施等多角度进行分析,为实现安全风险全方位、全过程和动态安全管理提供参考依据。
Highway construction is a complex cross-regional systematic linear project,and there are numerous uncertain safety management factors throughout the entire construction period,facing unpredictable high risks.In order to achieve the management goal of‘zero injuries,zero damages,zero pollution’for the whole process and cross-regional highway projects,it is necessary to conduct multi-angle analysis on the construction of systematic safety management and its implementation,including organizational structure,risk assessment system,risk control measures,etc.This will provide a reference for achieving comprehensive,whole-process,and dynamic management of safety risks.
