摘要
【目的】为了解当前河南省煤矿安全管理情况,进一步推动河南省煤矿企业安全生产工作的发展。【方法】运用事故调查法和资料分析法,从煤炭能源保供、煤炭能源安全生产两方面分别展开分析,重点对河南省煤矿企业安全生产工作面临的主要问题展开探讨,并针对性地提出改进措施及建议。【结果】研究表明:河南省煤矿安全形势较之前十年有极大的改善,但尚未能实现“清零”,主要面临的问题有企业主体安全责任意识差、现场安全管理混乱、安全技术管理不到位、作业环境恶劣、瓦斯治理难度大、职工安全培训不到位等。【结论】当前河南省煤矿安全管理形势仍然相对严峻,希望通过本研究进一步提高河南省煤炭能源安全水平,确保能源的稳定供应,促进河南省的经济和社会发展。
[Purposes]This paper aims to understand the current situation of coal mine safety management in Henan Province and further promote the development of safety production in coal mining enterprises in Henan Province.[Methods]By using the accident investigation method and data analysis method,the coal energy supply guarantee and coal energy safety production were analyzed respectively.The main problems faced by the safety production of coal mining enterprises in Henan Province were discussed,and corresponding improvement measures and suggestions were put forward.[Findings]The research shows that the coal mine safety situation in Henan Province has been greatly improved compared with the previous ten years,but it has not yet been able to achieve'clear zero'.The main problems are the poor awareness of safety responsibility of the main body of the enterprise,the confusion of on-site safety management,the lack of safety technology management,the poor working environment,the difficulty of gas control,and the lack of safety training for workers.[Conclusions]The current situation of coal mine safety management in Henan Province is still relatively severe.It is hoped that this study will further improve the level of coal energy security in Henan Province,ensure the stable supply of energy,and promote the economic and social development of Henan Province.
