摘要
推进生态环境治理体系和治理能力现代化是实现生态环境根本好转和美丽中国建设目标的阶段性任务。伴随国家战略体系发生深刻变化、中国式现代化向纵深发展以及经济社会转型呈现一系列新特征,生态环境治理面临新的治理任务和治理需求,推进生态环境治理体系和治理能力现代化成为重要的先导性课题。生态环境治理体系和治理能力现代化,是国家治理体系和治理能力现代化的重要组成部分,强调生态文明制度体系更加完善、现代环境治理体系更加健全,强调形成与治理任务和治理需求适配的治理能力,要求积极参与全球环境与气候治理。推进生态环境治理体系和治理能力现代化,要重视推动绿色发展、坚持人民至上、坚持系统观念、坚持科学精准、加强空间治理、强化法治保障、深化国际合作,具体可遵循“深化制度建设—明确责任主体—强化基础支撑”框架确定关键任务,以形成多方共治新局面。
Advancing the modernization of ecological environment governance system and governance capacity is a phase-specific task in realizing the fundamental improvement of ecological conditions and the construction of a beautiful China.With the profound changes in the national strategic system,the in-depth advance of Chinese path to modernization and the emergence of new features in economic and social transformation,ecological environment governance is facing new challenges and demands,and advancing the modernization of ecological environment governance system and governance capacity has become a crucial and pioneering issue.The modernization of ecological environment governance system and governance capacity stands as a significant component of the modernization of national governance system and governance capacity.It emphasizes the refinement of the ecological civilization institutional system,the improvement of the modern environmental governance system,the development of governance capabilities in line with the tasks and requirements of governance,and calls for active participation in global environmental and climate governance.In propelling the modernization of ecological environment governance system and governance capacity,attention should be given to the governance path that promotes green development,prioritizes people's welfare,embraces a systemic view,adheres to scientific precision,enhances spatial governance,strengthens the rule of law and deepens international cooperation.Specifically,key tasks should be identified according to the framework of"deepening institutional construction-specifying responsibility subjects-strengthening foundational support",thus forming a new situation of multi-party governance.
