摘要
为实现对科技数据的挖掘与分析利用,结合科技领域信息资源的数据特点及科技管理部门有关区域与产业等科技管理决策需求,采用J2EE技术与MVC模式的三层框架技术,设计与实现一个可维护、易扩展的B/S模式的省区域与产业监测预警平台。该平台梳理整合不同科技业务系统的科技信息资源,运用知识关联算法和数据挖掘算法,实现科技创新高地全览、科技数据智能检索、科技人才、产业创新、区域创新、园区创新等主题应用智能化分析。测试结果表明,该平台通过对科技领域科技数据深入挖掘分析和多维度可视化展示,实现科技领域数据到信息再到知识的过程,增强科技领域监测预警能力。同时,该平台也为科技管理部门及科研人员对全省科技创新高质量发展监测提供数据支撑,对其他省份或单位类似科技数据应用平台改进或构建具有借鉴意义。
Based on the data characteristics of scientific and technological information resources in the field of science and technology and the decision-making needs of scientific and technological management departments related to regions and industries,a three-layer framework technology of J2EE technology and MVC mode is adopted to design and implement a maintainable and easily scalable B/S mode provincial,regional,and industrial monitoring and warning platform.The platform sorts and integrates technology information resources from different technology business systems,and utilizes knowledge association algorithms and data mining algorithms to achieve intelligent analysis of thematic applications such as a comprehensive overview of technology innovation highlands,intelligent retrieval of technology data,technology talents,industrial innovation,regional innovation,and park innovation.The test results indicate that the platform achieves the process of data from the technology field to information and knowledge through in-depth mining and analysis of technology data and multi-dimensional visualization display,enhancing the monitoring and warning capabilities in the technology field.This platform provides data support for technology management departments and researchers to monitor the high-quality development of technological innovation in industries, regions, talents, parks, projects, and other areas throughout the province. It has reference significance for the improvement or construction of similar regional and industrial monitoring and early warning platforms or technology data application platforms in other provinces or units.
