西部地区十二省份数字经济发展水平测度与碳排放影响的关系研究 被引量:3

摘要 随着“东数西算”工程全面启动,本文采用一种合适的、可量化的方法测度当前较我国东、中部地区数字经济发展水平存在较大差异的西部地区发展现状。一方面,本文选用2014—2020年国家统计局统计年鉴、第三产业统计年鉴、信息产业统计年鉴及目标省份统计年鉴中部分数字经济可替代性关键指标进行扩展和修正,采用改进的TOPSIS方法对西部地区十二省份的数字经济发展水平进行测度和评价;另一方面,通过构建计量模型探讨上述西部地区十二省份数字经济发展对碳排放的影响关系及其作用机制。结果显示,西部地区各省数字经济发展存在“数字鸿沟”现象,同时西部地区数字经济发展对碳排放的影响并未呈现出显著的倒“U”型非线性关系,而是处于一种发展早期所呈现的正线性相关关系。因此,本文为决策机构制定和实施西部地区数字经济与环境协调发展的相关政策提供了思路和建议,仅供参考。 With the comprehensive launch of the strategy of channeling more computing resources from Eastern China to the less developed Western China,it is crucial to measure the current development status of the Western regions,which has significant differences in the level of digital economic development compared to that of the Eastern and central regions of China.On one hand,this article extends and revises certain key indicators of the digital economy from the National Statistical Yearbook,the Third Industry Statistical Yearbook,the Information Industry Statistical Yearbook,and the statistical yearbooks of target provinces from 2014 to 2020.The improved TOPSIS method is then employed to measure and evaluate the digital economic development levels of the twelve provinces in the Western regions.On the other hand,a quantitative model is constructed to explore the impact relationship and mechanisms of digital economic development on carbon emissions in the twelve Western provinces.The results indicate a“digital divide”in the digital economic development of the Western provinces.Furthermore,the digital economic development on carbon emissions in Western regions does not show a significant inverted“U”shaped non-linear relationship but rather a positive linear correlation typical of early-stage development.Based on thesefindings,the article provides insights and recommendations for decision-makers to formulate and implement policies related to the coordinated development of the digital economy and the environment in the Western regions.
