摘要
数据是数字经济时代的关键生产要素,探索数据要素价值创造的路径,旨在促进数字经济高质量发展。从数据要素价值链参与主体入手,对企业在价值创造过程中的角色进行了分析,从数据供需两个方面剖析了企业存在的问题,并提出了相应的解决路径。企业既是数据要素的供给者又是需求者,同时还为数据的供需提供交易平台和中介服务。供给侧存在“数据要素有效供给不足、数据要素流通不畅”的问题,需求侧存在“数据要素需求不明确、数据应用能力不强”的问题,据此从国家政策、制度建设、要素市场建设、企业合作关系建立等方面提出了数据要素化、市场化、应用场景化的解决路径,以提升数据要素价值。
Data is the key production factor in the era of digital economy.Exploring the paths of creating data factor value is to promote the high-quality development of digital economy.The paper analyzes the enterprise roles in the course of value creation and the existing problems of enterprise supply and demand from the view of participants of data factor value creation chain,and proposes the corresponding solutions.Enterprise is the provider and demander of the data factor,and at the same time it provides the transaction platform and medium service for the data supply and demand.There are problems of short effective supply and restricted data factor circulation in supply side,and problems of undefined data factor demand and weak ability of data application in demand side.The paper proposes the solutions of data factorization,marketization and scenario application to promote the data factor value based on the national policy,institutional construction,factor market construction and enterprise cooperation.
