摘要
为有效选择提高防洪标准的合理方式,从建设用地价值角度选取交通条件、基本设施、环境状况、城市规划4个因素,利用德尔菲法、层次分析法、中心点三角白化权函数法及模糊综合评价法,构建了都市防洪堤加高工程对滨水建设用地影响评估模型,分析了都市域内防洪堤加高工程对滨水建设用地的影响,并针对Y市防洪堤加高工程进行了实证分析。结果表明,都市防洪堤加高工程对滨水建设用地会产生一定的不利影响,建议优化防洪堤加高方案,或选择外围工程方案,并确立完善的非工程措施。
In order to effectively select a reasonable way to improve the flood control standard and probe into the impact of the levee heightening on waterfront development land in the metropolis,selecting transportation conditions,basic facilities,environmental conditions,and urban planning four factors,the impact assessment model of the metropolis levee heightening project on the waterfront development land is constructed,by using the Delphi method,the center-point triangular whiten weight function and the fuzzy comprehensive assessment.The empirical study of the levee heightening project in City Y shows that the metropolitan levee heightening project will have a certain negative impact on the development land of waterfront.It is suggested to optimize flood control development scheme,or select other peripheral projects,and establish comprehensive non-engineering methods.
