摘要
对土地互换制度如何影响土地流转的回答是构建适度规模经营与小农户并行路径、优化小农内生发展的基础。研究利用山东省和安徽省调研得到的232个村庄数据和826份农户数据,采用Tobit和SNP模型分析了土地互换制度对土地流转的影响,利用逆概率加权IPW模型对选择性偏差进行控制,以尝试对土地互换制度与土地流转间的关系进行回答。研究发现:土地互换制度抑制了农户转出土地,增加了农户流入农地的需求;相较于规模户,土地互换对扩大小农户经营地面积有更强的促进作用,推动小农户内生发展。在村庄层面上,土地互换制度促进了村庄的土地流转,并且村庄的平均土地流转费用增加。实现土地规模经营、农户与村集体“收入双增”、有效利用土地资源可以将土地互换制度作为突破口。
The answer to how the land exchange system works in land circulation lies in constructing a parallel path for moderatescale operations and smallholder farmers,thereby optimizing the endogenous development of smallholders.This paper utilizes Tobit and SNP models to analyze the impact of land swap systems on land circulation,based on data from 232 villages and 826 ru⁃ral households collected from the surveys of Shandong and Anhui Provinces,in order to explore the relationship between land swap systems and land transfer.It has been found that the land exchange system has a relationship with the land circulation mar⁃ket,with the existence of the system at the household level inhibiting the choice of farmers to outflow land and promoting the en⁃dogenous development of small farmers.At the village level,the existence of a land swap system has promoted the land turnover rate in the village,and the average land transfer cost of the village has increased.At the same time,the impact of the land swap system on the land circulation market is affected by other characteristics.This enlightens that the land exchange system can be used as a breakthrough to realize large-scale land management,"double increase in income"between of both farmers and village collectives,and effective use of land resources.
