摘要
目的:对2022年天津市16个区的基层医疗卫生资源配置情况进行综合评价,为进一步完善基层医疗卫生服务体系,促进基层医疗卫生资源均衡布局提供建议和参考。方法:运用集聚度和熵权TOPSIS法评价天津市16个区的基层医疗卫生资源配置情况,分析存在的问题和不足。结果:从卫生资源集聚度来看,市内6区按照地理面积的基层医疗卫生资源配置情况相对丰富;从人口集聚度看,16个区中有7个区属于人口密集区,6个区属于人口均值区,3个区属于人口稀疏区;各区在机构数量、实有床位数量、卫生技术人员数量等指标上的配置公平性均有不同。从综合配置水平看,静海区、蓟州区、宝坻区、武清区、和平区排在前5位。结论:不同区域的基层医疗卫生资源配置水平差异较大,津滨双城发展格局中,滨城区域和环城区域为薄弱点,因此,在基层医疗卫生资源配置中需要综合考虑地理和人口的因素,均衡考虑物力资源和人力资源的配置水平。
OBJECTIVE To comprehensively evaluate the allocation of primary medical and health service resources in 16 dis⁃tricts of Tianjin in 2022,so as to provide suggestions and references for further improving the primary medical and health service sys⁃tem and promoting the balanced distribution of primary medical and health resources.METHODS The clustering degree and entropy weight TOPSIS method were used to analyze the allocation of primary medical and health service resources in 16 districts of Tianjin,and the existing problems and deficiencies were analyzed.RESULTS According to the concentration degree of health resources,the allocation of primary medical and health resources in the six districts of the city is relatively rich.From the perspective of population concentration,7 of the 16 districts belong to densely populated areas,6 districts belong to average population areas,and 3 districts belong to sparsely populated areas.The allocation fairness in the number of institutions,the number of actual beds,the number of health technicians and other indicators are different in each district.From the comprehensive configuration level,Jinghai district,Jizhou district,Baodi district,Wuqing district,Heping district ranked in the top five.CONCLUSION The level of allocation of primary medical and health resources in different regions varies greatly.In the development pattern of Tianjin and coastal twin cities,the Bincheng area and the surrounding area become weak points.Therefore,geographical and population factors should be comprehensively considered in the allocation of primary medical and health resources,and the allocation level of material resources and human resources should be balanced.
