摘要
社会组织通过政府购买服务项目进入社区。其在社区发展如何,能否获得持续的资源支持、稳定地扎根社区、被社区公共服务体系吸纳、被社区各方治理主体接受和认同?本文以S市Z组织有效嵌入D社区为例,分析探讨了其策略性的行动逻辑,即采取空间—结构—关系的嵌入路径。首先,通过社区公共空间嵌入,消除社会组织自身的外来性、缩小与社区其他治理主体间的交往距离,形成初步嵌入;其次,通过构建常态化的嵌入机制,包括居民需求收集机制、共建共治的协商机制以及健全的监督机制等,与社区各方治理主体建立利益关联和组织联系,通过结构嵌入达到深度嵌入;最后,在提供专业化公共服务的过程中获得其他社区治理主体的认同和信任,与其形成和谐共生的社民关系。
Social organizations entering communities is based on services purchased by the government.How does it develop in the community,can it get sustainable resource support inorder to firmly root in the community and be absorbed by the community public service system,and be accepted and recognized by the main body of community governance?This paper,taking S City Z Organization entering D district as an example,analyzes and discusses its strategic action logic,that is,the embedding path of space-structure-relationship:embedding through community public space,to eliminate the externality of the social organization itself,to narrow the communication distance with the other governance subjects of the community,and to form the initial embeddedness,and then through constructing the normal embeddedness mechanism,which includes the collecting mechanism of residents'needs,the consultation mechanism of co-construction and co-governance,and the sound supervision mechanism etc.to establish interest association and organizational connection with the governance bodies of all parties in the community,and to achieve deep embeddedness through structural embeddedness,and last in the process of providing professional public services,to gain the recognition and trust of other subjects of community governance,and form harmonious and symbiotic social relations with them.
