摘要
新中国以来,各个时期的中小学都面临着不同程度的作业负担。我国政府部门先后发布二十余个正式文件对减轻学生课业负担做出努力。通过对作业减负政策的梳理,理清不同时期政策发布的不同视域,从单一视域下的仿苏阶段,到高考恢复初期的重塑阶段,再到新课改时期的创新阶段,各阶段均有不同侧重点与特色。总的来说,作业减负政策发布的趋势与特点明显:政策划分维度逐渐清晰,政策治理深度由表及里,政策落实主体更加多元化。新时期减负政策的制定,应扭转传统观念,形成科学的减负系统;统筹社会各个主体,因地制宜,为教育实践提供抓手;加大教育投资,回归课堂,发挥学校的主体作用。
Since the founding of the People’s Republic of China,primary and secondary schools in various periods have faced varying degrees of homework burden.More than 20 official documents have been released by Chinese government departments to make efforts to reduce students’academic burden.By sorting out the policies of reducing homework burden and clarifying the different perspectives of policy issuance in different periods,from the imitation of the Soviet Union stage under a single perspective,to the reshaping stage of the early recovery of the college entrance examination,and then to the innovation stage of the new curriculum reform,each stage has different focuses and characteristics.Overall,the trend and characteristics of the release of homework reduction policies are obvious:the dimensions of policy division are gradually becoming clear,the depth of policy governance is from the surface to the inside,and the subjects of policy implementation are becoming more diversified.The formulation of burden reduction policies in the new era should reverse traditional concepts and form a scientific burden reduction system,coordinate various social entities,adapt to local conditions,and provide a starting point for educational practice,increase investment in education,return to the classroom,and play the main role of schools.
