摘要
为减少垃圾焚烧发电设施建设带来的邻避事件,破解因城市土地资源紧缺导致的设施选址难的困境,城市群跨地市共建、共享设施成为新手段。文章基于跨地市垃圾焚烧发电设施规划选址决策特征,构建以政府A、政府B及公众为博弈参与方,选址方案为博弈策略,参与方收益最大化为目标的决策模型,将博弈策略与收益进行空间数值量化,求解函数确定最优方案。方法应用于深圳—东莞共建垃圾焚烧发电厂选址,提出依托现状老虎坑垃圾填埋场共建设施的可行性,从建设成本、利益补偿等方面提出建议。最后,文章结合方法的实际应用情况,提出后续要在城市间的政策保障、体制机制建设、博弈模型深化等方面进一步优化。
In order to reduce the NIMBY conflicts caused by the construction of waste incineration power generation facilities,and solve the problem of facility location caused by the shortage of urban land resources,the inter-city construction and sharing of facilities within in urban agglomerations have become a new approach.Based on the planning and decision-making characteristics of inter-city waste incineration power generation facilities,this paper constructs a decision model with government A,government B and the public as game participants,with site selection scheme as game strategy,and maximization of the participant benefits as the goal.On the other hand,the game strategy and return are quantified by spatial numerical value,and the optimal scheme is determined by solving the function.The method is applied to the site selection of co-construction of waste incineration power plant in Shenzhen-Dongguan,and the feasibility of co-construction of facilities based on the current situation of Laohukeng landfill is put forward,and suggestions are put forward from the aspects of construction cost and benefit compensation.Finally,based on the practical application,this paper proposes further optimization methods in terms of inter-city policy guarantee,institutional mechanism construction,game model deepening and so on.
