摘要
研究从政策工具视角出发,基于政策工具、政策内容与政策时间三维分析框架,对改革开放以来61份基础教育教材政策文本进行了内容分析,发现我国基础教育教材治理政策工具配置比较齐全,指向教材治理长效发展的政策工具使用不足;教材治理政策内容覆盖全面,评价监督内容相对匮乏,治理主体的职责边界有待厘清;年政策发文量与课程教材改革的关键时间节点紧密相关。政策工具的组合配置逐步由外部规约型向内生协调型转变;各阶段教材治理内容侧重不同,努力在赋权与规制中寻求平衡。建议未来要进一步动态协调政策工具的组合结构,提升教材治理效能;综合考虑教材治理内容要素,深化协同共治格局;适配教材政策工具与内容,健全教材治理长效机制。
Starting from the perspective of policy instrument and based on the three-dimensional analysis framework of policy instrument,policy content and policy time,the paper analyzed the content of 61 policy texts on basic education teaching materials since the reform and opening up,and found that the configuration of policy instrument for basic education teaching materials governance in China is relatively complete,and that policy instrument pointing to the long-term development of teaching materials governance are insufficiently used;the content of the teaching materials governance policy is comprehensive in its coverage,and the content of the evaluation and supervision is relatively scanty.The boundaries of the responsibilities of governance subjects need to be clarified;the amount of annual policy issuance is closely related to the key nodes of curriculum and teaching material reform.The configuration of policy instrument has gradually changed from external regulation to endogenous coordination;the content of teaching materials governance focuses on different aspects at different stages,and efforts have been made to seek a balance between empowerment and regulation.It is recommended that in the future,the combination of policy instrument should be further dynamically coordinated to enhance the effectiveness of textbook governance;the content elements of textbook governance should be comprehensively considered to deepen the pattern of synergistic and common governance;and the textbook policy instrument and content should be adapted to improve the long-term mechanism of textbook governance.
