摘要
在萧梁末期荆益之争的趋势下,萧纪出蜀东征失败,导致蜀地势弱。宇文泰在西魏内部力排众议伐蜀,占据蜀地核心区。其后在“改置州郡及县”的方针下,以“剑阁-成都”一线为主轴,长江沿线为辅翼,大力改造、建设蜀地的政区,以削弱梁朝的影响。平蜀与蜀地政区建设,为西魏营造了巨大的权力空间。为杜绝武川“宿将”、长安魏廷染指蜀地,同州霸府通过垄断入蜀、出蜀的征调渠道,建立对蜀地地方行政系统的掌控权。但在此过程中,同州霸府内部围绕如何治蜀的问题产生了分歧。“承制”治蜀的尉迟迥意图施行文治教化的路线,大概偏离了宇文泰的设想,被征还朝。资历深厚的宇文贵代镇蜀地,践行军国体制的治蜀路线。该路线的残存内容——都督治县,被《北周文王碑》保留下来,成为考察魏末周初蜀地治理的重要线索。
In the context of the struggle between Jingzhou and Yizhou in the late Liang dynasty,Xiao Ji's expedition to the east failed,which led to the decline of Shu.Yuwen Tai prevailed over all dissenting views within the Western Wei government.He sent the armed forces and occupied the core area of Shu.Later on,under the policy of“reforming provinces(Zhou),counties(Jun)and prefectures(Xian)”,with Jiange-Chengdu line as the main axis and the Yangtze River as the auxiliary wing,the administrative districts of Shu were significantly reformed and constructed in order to weaken the influence of the Liang court.The suppression of Shu and the construction of the administrative districts of Shu created a huge power space for Western Wei.In order to prevent the veteran generals of Wuchuan and the court of Western Wei in Chang'an from invading the land of Shu,the tyrant of Tongzhou established control over the local administrative system of Shu by monopolizing the recruitment channels into and out of Shu.However,in this process,the tyrant's house in Tongzhou disagreed on how to govern Shu.Yuchi Ji,who was in charge of governing Shu,intended to implement the line of cultural governance and education,which deviated from Yuwen Tai's idea and lead to his dismissal and return to the court.Yuwen Gui replaced him and started to govern Shu.He implemented the line of military management.The remaining content of this line——governor administering prefectures——was retained by“King Wen's Stele of Northern Zhou”,which has become an important clue to investigate the governance mode of Shu in the late Western Wei and early Northern Zhou Dynasties.
