摘要
全面推行河湖长制以来,各级河湖长积极履职尽责,为实现河湖系统治理和河湖健康状况改善发挥了关键作用,但也有部分地区河湖长履职不力,成效不足。应进一步健全工作机制,夯实基础工作,提升河长办履职能力,强化智慧河湖建设,为强化河湖长履职尽责提供保障。文章系统梳理了河湖长履职有关政策要求和实践进展,总结了地方河湖长履职的典型做法经验,分析了当前河湖长履职存在的问题,并提出了对策建议。
Since the comprehensive implementation of the river and lake chief system,river and lake chiefs at all levels have actively fulfilled their duties and responsibilities,playing a key role in managing the river and lake system and improving the health status of rivers and lakes.However,there are also some areas where river and lake chiefs have not performed their duties effectively lacking remarkable results.We should further optimize the work mechanism,consolidate the basic work,enhance the performance ability of the River Chief Office,strengthen the construction of smart rivers and lakes,and provide guarantees for strengthening the performance of responsibilities by ricer and lake chiefs.This article systematically sorts out the responsibilities and relevant policy requirements of river and lake chiefs,summarizes the typical practices and experiences of local river and lake chiefs in fulfilling their duties,analyzes the problems existing in the current performance of river and lake chiefs,and proposes measures and suggestions.
