太湖流域水利安全生产风险管控“六项机制”建设探索与展望 被引量:4

摘要 太湖流域管理局苏州管理局于2023年启动“六项机制”试点建设,以安全生产基础工作为依托,融合数字孪生平台建设,探索形成可复制、可推广的经验做法。在对“六项机制”建设定位进行深入思考的基础上,梳理了“六项机制”试点建设实施基本情况,以及强化风险“查找”能力、延伸风险“研判”机制、提升风险“预警”时效、指导风险“防范”重点、提高风险“处置”水平、精确风险“责任”匹配等创新内容。总结了构建“四横三纵”分层管理架构,增加风险管控责任层级,以及理顺机制脉络,将“板块化”+“链条化”理念贯穿于安全生产风险管控全过程等经验做法。提出了将“六项机制”建设融入安全生产管理基础工作、与“数字孪生”建设同步推进等建议思考。 Suzhou Management Bureau under the Taihu Basin Authority launched the pilot project of“Six Mechanisms”in 2023,by focusing on the actual work of safety production and construction of digital twin platform and exploration of experiences and best practices.Based on in-depth analysis on how to position the“Six Mechanisms”and basic situation of pilot construction,innovative contents,such as strengthening risk“detecting”capabilities,extending risk“analysis”mechanisms,the timeliness of“warning”,providing guidance for key areas of risk“prevention”,risk“treatment”,and specifying“responsibilities”are proposed.Experience and practices are summarized regarding construction of“four horizontal and three vertical”hierarchical management framework,risk control of each level,streamlining the mechanism and integrating the concept of“modularization”and“chain”throughout the entire process of safety production and risk control.Suggestions are put forward to integrate construction of the“six mechanisms”into basic work of safety production management,and also the“digital twin”synchronously.
