摘要
健康中国战略明确了“以健康生活理念和方式的更新和再造”为核心的医疗卫生服务体系供给侧改革方向。而大型公立医院集聚了大量国家、区域的优质公共医疗卫生资源,更应积极回应“健康中国”对医疗服务范围、内容、方式和筹资机制等方面提出的新挑战,发挥先试先行的创新引领功能。因此,本文基于健康中国战略“有效满足和引领人民健康服务需求”的创新理念,以增进和优化多元主体的利益关系为中心,以公共价值评估与再生产、审慎的医疗服务消费观、科研和数字赋能为逻辑主线,积极寻求有效激活大型公立医院绩效预算管理、基本医保支付制度、研究型办医模式、“互联网+”医疗服务等政策制度发展创新路径。
The Healthy China Strategy clarifies the supply side reform direction of medical and health service system centered on renewal and reconstruction of concept and methods of healthy living.Large public hospitals gather a large number of high-quality public healthcare resources from countries and regions,therefore they should actively respond to new challenges posed by“Healthy China”in terms of the scope,content,methods,and financing mechanism of medical services,give full play to trial-first innovation leading function.This article is based on the innovative concept of Healthy China strategy of“effectively meeting and leading the people's health service needs”,centered around enhancing and optimizing interests of diverse stakeholders,evaluation and reproduction based on public value,prudent view on medical service consumption,scientific research and creation of“Internet plus”and other innovative driving forces as logical main line,explore institutional path to activate innovative efficiency of large public hospitals in performance budget management,basic medical insurance payment system,research-oriented medical mode,and“Internet plus”medical services.
