湖北省资源环境承载力评价与预警研究:基于压力-支撑力-调节力视角 被引量:1

Evaluation and Forewarning of Resources and Environment Carrying Capacity in Hubei Province from the Perspective of Pressure,Support and Regulation

摘要 资源环境承载力评价及预警对于识别经济社会发展系统与资源环境系统之间的协调关系,服务可持续发展决策具有重要意义。该文将资源环境承载力视为支撑力和调节力对压力的承受程度,从压力、支撑力、调节力3个维度构建评价指标体系,通过比值法计算了2016-2020年湖北省17个地区资源环境承载力指数(RECC),并根据RECC值划分了绿色、黄色、橙色、红色4个预警级别。研究结果显示:(1)湖北省RECC均值由0.8432下降为0.5814,预警级别从橙色下降为黄色。部分地区RECC值存在波动,但整体都呈现下降趋势,资源环境承载力状况向好发展;(2)依据各地预警级别的变化,可以将17个地区划分为相对稳定型、逐步改善型和波动变化型3类;(3)5年来,红色级别地区由4个下降为0个,橙色级别地区由8个下降为5个,绿色级别地区由2个增加为6个。鄂州市、黄冈市、黄石市、荆州市、孝感市5个地区需要重点关注,预防进入或重返红色预警级别。 The evaluation and forewarning of resources and environment carrying capacity is of great significance to identify the coordination between economic and social development system and resources and environment system and to sustainable development decision-making.The resources and environment carrying capacity was regarded as the tolerance of support and regulation to pressure,and an evaluation index system was constructed from three dimensions of pressure,support and regulation.The resources and environment carrying capacity index(RECC)of 17 cities in Hubei Province during 2016-2020 was calculated by the ratio method,and a four-tier warning system composed of green,yellow,orange and red alerts was established based on RECC.The results showed that the mean RECC of Hubei Province decreased from 0.8432 to 0.5814,and the warning level converted from orange to yellow.The RECC presented a downward trend in general except for fluctuations in some cities,which indicated that the resources and environment carrying capacity improved.17 cities can be classified as relatively stable,gradually improving and fluctuating according to their forewarning levels.Red-alert and orange-alert cities respectively decreased from 4 to 0 and 8 to 5,and green-alert cities increased from 2 to 6 from 2016 to 2020.Cities of Ezhou,Huanggang,Huangshi,Jingzhou and Xiaogan should be paid more attention due to their great possibilities of red alerts.
