院系学术治理视角下教师的集体行动困境与消解 被引量:1

摘要 作为一种结构化的集体行动,院系学术治理过程中教师的集体行动困境主要体现在学术事务决策过程中集体权力的分散与削弱、群体的异质性弱化教师之间的协同、复杂性学术治理事务决策过程中教师参与范围与程度的不确定性、院系学术治理过程中的搭便车现象等。从教师参与视角切入,发现院系学术治理过程中牵涉的成员结构与组织结构、权力结构之间的耦合协调问题,以及由此导致的制度制衡失调成为教师参与院系学术治理集体行动困境背后的制度根源。在此基础上,从“弱激励、强关联”的选择性激励、创新纵向与横向权力的分置方式、学术共同体利益的价值同构等方面提出院系学术治理过程中教师集体行动困境的消解路径。 As a structured collective action,the dilemma of teachers'collective action in the process of academic governance in colleges and departments is mainly reflected in the dispersion and weakening of collective power in the decision-making process of ac-ademic affairs,the diminishing of collaboration among teachers due to the heterogeneity of groups,the uncertainty of the scope and ex-tent of teachers'participation in the decision-making process of complex academic governance affairs,and the free riding phenome-non in the middle of academic governance in colleges and departments.From the perspective of teachers'participation,it is found that the coupling and coordination between the member structure,organizational structure and power structure involved during the course of academic governance of colleges and departments,as well as the resulting imbalance of institutional checks and balances,are the insti-tutional root behind the dilemma of teachers'participation in the collective action of academic governance of colleges and departments.On this basis,from the selective incentives of"weak incentives and strong connections",the separation of vertical and horizontal power innovation,and the value isomorphism of the interests of the academic community,this paper puts forward the solution to the dilemma of teachers'collective action in the process of academic governance of the college and department.
