摘要
论文阐述了韧性城市的内涵与特点,详细分析了当前城市应急管理中存在的问题,包括预测预警能力弱、应急处置反应慢、多方协同应对不够等。针对上述问题,论文提出了将智能化技术应用在韧性城市应急管理中,通过搭建面向城市的全过程实时感知系统实现对城市自然环境、社会经济环境的实时监测与动态感知,构建智能化的预警预测平台实现对城市自然灾害与公共突发事件的预警预报,并依托智能化技术实现多方协同机制下的资源科学统筹与调度,切实提高城市应急管理的智能化水平以及城市面对灾害的韧性。
This paper describes the connotation and characteristics of resilient cities,and analyzes in detail the existing problems in current urban emergency management,including weak forecasting and early warning ability,slow emergency response,insufficient multi-party collaborative response,etc.In response to the above problems,the paper proposes to apply intelligent technology in the emergency management of resilient cities,to realize real-time monitoring and dynamic perception of urban natural environment and social and economic environment by building a whole-process real-time perception system oriented to the city,and to build an intelligent early warning and prediction platform to realize early warning and prediction of urban natural disasters and public emergencies.And relying on intelligent technology to realize the scientific planning and scheduling of resources under the multi-party collaborative mechanism,effectively improve the intelligent level of urban emergency management and the resilience of the city in the face of disasters.
