摘要
高等教育数字化浪潮迅速在全球范围内普及开来。数字化已成为众多国家推进高等教育高质量、可持续发展的战略支撑和必由之路。鉴于此,在系统梳理数字技术赋能高等教育实践案例的基础上,围绕育人方式、办学模式、管理体制、保障机制四个维度总结高等教育数字化新范式,探析数字技术如何系统再造高等教育,并提出对未来高等教育数字化发展的启示。育人方式上旨在改变传统教育模式,实现更加虚拟化、精准化、协同化和个性化的育人格局,培养具备专业素养、创新思维、社会责任感和综合素质的创新型人才;办学模式上旨在改变传统大学相对独立的办学模式,形成更加紧密的校校合作、校企合作、校所合作、国际合作,推动资源的生成和共享、数据的开源和流通、办公环境的精简化和无纸化,在办学流程、教学时空、终身教育、合作办学等方面都进行数字化改革,促使高等教育办学模式发生新的变化;管理体制上旨在将数字化理念运用于政策、制度和规划的制定,加强顶层管理体系建设,通过数字技术、平台与数据驱动促进高等教育管理形态与模式、资源与内容、技术与手段、结果与评价等高效化与精准化的转变,重塑高校治理体系;保障机制上是为确保高等教育数字化安全、健康、优质、高效、可持续发展,政府、高校,以及企业采取系列策略、措施、行动和准则,包括数字化基础设施保障、专业人才保障、信息安全保障、经费投入保障和战略政策保障五个方面。
The wave of higher education digitization is rapidly spreading worldwide.Digitalization has become the strategic support and necessary path for many countries to promote high-quality and sustainable development of higher education.In light of this,based on a systematic review of case studies of digital technology empowering higher education practices,this chapter summarizes the new paradigm of digital trasformation of higher education from four dimensions:educational approaches,school-running models,management systems,and guarantee mechanisms.It explores how digital technology systematically reconstructs higher education and provides insights into the future development of higher education.The educational approaches aim to change the traditional education models,realize a more virtual,precise,collaborative,and personalized educational pattern,and cultivate innovative talents with professional literacy,creative thinking,social responsibility and comprehensive quality.The school-running models aim to change the relatively independent format of operation among traditional universities,form closer cooperations between schools,cooperations between schools and enterprises,cooperations between schools and institutions,and international collaborations.This has promoted the generation and sharing of resources,open source and circulation of data,streamlined and paperless office environment,and carried out digital reforms in school-running process,teaching time and space,lifelong education,and cooperative education,leading to new changes in higher education school-running models.The management system aims to apply the digital concept to the formulation of policies,systems,and plans,strengthens the top-level management system.Through the use of digital technology,platforms,and data-driven approaches,higher education management can be transformed to be more afficient and targeted in terms of management forms and models,resources and contents,technologies and methods,outcomes and evaluations.This reshapes the governance system of universities.The guarantee mechanisms is to ensure the safety,health,quality,efficiency,and sustainable development of higher education’s digital transformation.It also aims to ensure the government,higher education institutions,and enterprises to take a series of strategies,measures,actions,and guidelines,including five aspects of digital infrastructure guarantee,professional personnelbguarantee,information security guarantee,funding guarantee,and strategic policy guarantee.
