摘要
文化和旅游领域的治理现代化是国家治理现代化的重要组成部分,文化和旅游的深度融合也对治理体系和治理能力不断提出新要求。本文按照“主体-工具-效能”的思路,建立了国家治理现代化的分析框架,剖析了治理现代化水平对文化和旅游融合的影响机制和现实状况,并从多方面提出建议。研究显示:在符号同一、产业融合、价值交融等文化和旅游融合发展3个层面,治理体系和治理能力均会产生影响,具体体现在社会参与机制、公共服务机制、市场竞争机制、产业创新机制、优化统筹协调机制和动态评价机制等6个方面;从治理现代化的视角出发,要推动文化和旅游深度融合发展,需建立协同治理机制,覆盖3个融合层次,建立健全制度体系,并全面提升执行能力。研究明确了中国文化和旅游实践中治理现代化的具体内涵及影响机制,并根据具体发展事实提出政策建议,以期助力国家治理现代化、推动文化和旅游发展的深度融合。
The modernization of governance in the field of culture and tourism is an important part of the modernization of national governance.The deep integration of culture and tourism also puts forward new requirements for governance modernization.This research took“subject-tool-efficiency”as the logical ide-a,systematically conducted a dynamic analysis framework of the modernization of national governance to analyze the influence mechanism and reality of the modernization of governance on the integration of cul-ture and tourism,and put forward suggestions from various aspects.The research shows that:the govern-ance system and governance capacity will have an impact on the three levels of symbol identity,industry integration and value integration of the integrated development of culture and tourism.It is embodied in social participation mechanism,public service mechanism,market competition mechanism,industrial in-novation mechanism,coordination mechanism and dynamic evaluation mechanism.From the perspective of governance modernization,it is necessary to establish a collaborative governance mechanism,enhance the extant institutional system,and comprehensively improve the execution capacity in order to promote the in-depth integration of culture and tourism.
