摘要
治理现代化视域下高校国家安全教育研究是一个十分重要的前沿课题,自推进国家治理能力和体系现代化的时代命题提出以来,国家治理现代化逐渐成为国内外学者研究热点。安全是党和国家一切事务开展的基本前提,国家安全教育作为维护国家安全的固本之举和长久之策,对于增强全民国家安全意识和素养,推进国家安全体系和能力现代化,推进国家治理现代化具有重要意义。本文则是从治理现代化的视域出发,以高校国家安全教育存在问题为导向,通过文献计量法、问卷调研法和实地访谈法等方法,对河南省10所不同层次的高校展开问卷与访谈相结合的调研,并辅之以与我国高校国家安全教育相关的36份政策文本,深度挖掘数据资源,探究我国高校国家安全教育现状及存在问题,以期为高校国家安全教育提质增效提供借鉴。研究发现目前高校国家安全教育存在主管部门—职能部门—高校等缺乏协同合作、国家安全教育资源链接共享机制尚未形成、专职教师队伍建设亟须配备等问题。对此本文提出构建党委领导下的多元协同育人主体及育人模式、加快推进多部门资源交互共治机制、以立法形式压实国家安全教育责任、加快专业教材编撰和打造精湛的“师资库”等若干可行性建议。
The study of national security education in colleges and universities is a very important frontier topic.Since the times proposition of promoting the modernization of national governance capacity and system was put forward,the modernization of national governance has gradually become a research hotspot for scholars at home and abroad.Security is the basic premise for all affairs of the Party and the state.National security education,as a fundamental and long-term measure to safeguard national security,is of great significance to enhance the whole nation's security awareness and literacy,to improve the modernization of the national security system and capacity,and to promote the modernization of national governance.From the perspective of governance modernization,with the guidance of the existing problems in national security education in colleges and universities,this paper conducts a questionnaire-and-interview survey among ten colleges and universities of different levels in Henan Province through the methods of bibliometry,questionnaire survey and field interview,supplemented by 36 policy texts related to national security education in Chinese colleges and universities,and dug data resources in depth.This paper explores the status quo and existing problems of national security education in universities,so as to provide a reference for improving the quality and efficiency of national security education in universities.There are some problems in national security education in colleges and universities,such as the lack of coordination between competent departments,functional departments and universities,the lack of link sharing mechanism of national security education resources,and the urgent need to equip full-time teachers.To this end,this paper puts forward several feasible suggestions,such as constructing multiple cooperative education subjects and education modes under the leadership of the Party Committee,speeding up the mechanism of multi-department resource interaction and co-governance,compacting the responsibility of national security education in the form of legislation,speeding up the compilation of professional textbooks and creating a superb“teacher bank”.
