摘要
为应对重大突发公共卫生事件,研究医疗系统承载力内涵、影响因素和提升策略,以新冠疫情发生发展过程为主线,通过文献分析、知情人访谈、专家咨询等方法分析医疗系统承载力的影响因素和提升策略。医疗系统承载力与相关医疗资源的总量、结构、布局、储备有关;医疗系统承载力涉及两类影响因素,分别是资源配置和应急响应模式;医疗资源配置标准和应急响应调配策略模糊,承载力测算不精确是制约医疗系统承载力发挥作用的两大关键瓶颈。在疫情预判的不同阶段,需要实施不同的应急响应策略以提升医疗系统承载力。
To study the essence,influencing factors,and enhancement strategies of the medical system’s capacity in response to major public health emergencies.Taking the development process of the COVID-19 outbreak as the main focus,the influencing factors and enhancement strategies of the medical system’s capacity are analyzed through literature analysis,informant interviews,expert consultations,and other methods.The capacity of the medical system is related to the total quantity,structure,layout,and reserves of relevant medical resources.It involves two categories of influencing factors,namely resource allocation and emergency response mode.The standards for medical resource allocation and strategies for emergency response deployment are unclear,and the imprecise calculation of capacity poses two key bottlenecks that restrict the effective functioning of the medical system’s capacity.Different emergency response strategies need to be implemented at different stages of epidemic prediction to enhance the capacity of the medical system.
