城市内涝预警预报系统研发及应用

摘要 城市内涝问题具有成因多元、影响面广的特点,是基础性社会问题。分析了城市内涝的成因,提出通过信息化手段提升城市内涝灾害应对能力。构建基于内涝实时物联感知、数据汇聚、数学模型预报、大数据分析、水利数字孪生的城市内涝预警预报系统,并在宁波市进行了应用。通过搭建“天基”监测预警、“落地雨”监测预警、内涝预报预警、内涝成因分析、内涝影响评估等功能模块,实现了城区内涝的精准模拟、风险图的在线绘制以及内涝损失的高效评估,有力支撑了城市暴雨内涝灾害预报预警,提升了城市内涝风险管控能力。 Urban waterlogging,characterized by diverse causes and widespread impact,constitutes a fundamental societal issue.This article analyzes the multifaceted causes of urban waterlogging and proposes enhancing the city’s ability to respond to such disasters through information technology.The study constructs an urban waterlogging warning and forecasting system based on real-time IoT sensing,data aggregation,mathematical modeling for prediction,big data analysis,and hydraulic digital twins.The system was applied in Ningbo,featuring functionalities such as“space-based”monitoring and early warning,“rainfall”monitoring and early warning,waterlogging forecasting and early warning,cause analysis,and impact assessment.This comprehensive approach allows for precise simulation of urban waterlogging,online risk map generation,and efficient assessment of waterlogging losses.The system significantly supports the prediction and early warning of urban rainstorm and waterlogging disasters,enhancing the city’s capability for waterlogging risk management and control.
