摘要
《乡村教师支持计划》实施以来,全国各地政府高度重视,根据国家颁布的政策、结合本地实际情况,制订了地方乡村教师支持计划政策。该政策实施后产生了一定的积极作用,有效解决了乡村学校教师数量短缺问题,提高了乡村教师的留任意愿,促进了城乡教师交流,提升了乡村教师培训效果,提升了乡村教师队伍的整体素质和教学能力,进一步完善了乡村教师队伍建设保障机制,形成了一支结构合理、具有较高业务水平的乡村教师队伍,有效提升了乡村义务教育质量,促进了城乡义务教育均衡发展。尽管《支持计划》政策取得了很大成效,但还存在政策文本缺乏科学合理性、政策制度体系不完善、政策监管机制不健全等问题,需要进一步完善《支持计划》政策,建立健全相关制度和督查机制等,以确保《支持计划》政策实施的有效性。
Since the implementation of the rural teacher support plan,local governments have payed more attention to it.According to the national policy and in combination with the local actual situation,they have formulated the support plan policy for local rural teachers.The implementation of the plan and policies has played a positive role in effectively solving the problem of the shortage of teachers in rural schools,improving the willingness of rural teachers to stay in office,promoting the exchange between urban and rural teachers,elevating the training effect of rural teachers,enhancing the overall quality and teaching ability of rural teachers,further improving the guarantee mechanism for the construction of rural teachers,and forming a reasonably structured and highly skilled rural teacher team,which effectively improves the quality of rural compulsory education,and promotes the balanced development of urban and rural compulsory education.Although the policy of “rural teacher support plan”has been achieved great results,there are still some problems,such as the policy texts lack of scientific rationality,incomplete policy institutional systems,and incomplete policy regulatory mechanisms and so on.It is necessary to further improve the policy,establish and improve relevant systems and inspection mechanisms to ensure the implementation effectiveness of the policy.
