摘要
随着国有资产投资的逐年增大,国家对国有资产管理提出了更为科学化规范化的要求,各级主管部门从不同的管理职责和视角,加强了国有资产管理的考核评价。通过对比分析考核指标体系的变化发现,国有资产管理考核更加定量、客观、动态,且更加全面细化。基于对国有资产管理考核评价趋势的分析,提出加强高等学校国有资产管理工作的举措;以北京理工大学国有资产管理考核评价实践为例,验证并优化完善考核指标体系,实现管理闭环。利用PDCA循环理论,构建“制定考核体系-开展考核-验证考核结果—提升管理水平”的正向闭环反馈机制,从根本上解决高校资产管理中存在的重点难点问题,切实加强国有资产管理,提高管理水平和管理效益。
With the increase of state-owned assets investment year by year,the state has put forward more scientific and standardized requirements for state-owned assets management,and the higher competent departments have also strengthened the assessment and evaluation of state-owned assets management from management responsibilities and perspectives.Through the comparative analysis of the change of the assessment index system,it is not difficult to find that the assessment of state-owned assets management is more quantitative,objective,dynamic,and more comprehensive and detailed.Based on the analysis of the assessment and evaluation trend of state-owned assets management,this paper puts forward measures to strengthen the state-owned assets management in universities.At the same time,taking the assessment and evaluation practice of state-owned assets management in Beijing Institute of Technology as an example,this paper verifies and optimizes the assessment index system to achieve a closed loop management.Using the PDCA cycle theory,this paper constructs a positive closed loop feedback mechanism of“establishing the assessment system-carrying out the assessment-verifying the assessment results-improving the management level”,which fundamentally solves the key and difficult problems in the management of state-owned assets in universities,effectively strengthens the management of state-owned assets,improves the management level and benefits.
