摘要
“四链”融合要求产业链、创新链、人才链和资金链协同发展,从而凝聚全要素合力促进高质量发展。抓住“四链”融合中产业链与人才链匹配这一主要矛盾,基于“因产定人”的基本原则,提出了“四链”融合中产业链与人才链融合的“人—产匹配理论框架”。根据产业链水平和与之对应的人才链情况将其划分为融合发展型、产业不足型、人才短缺型和盲点型四种类型,并结合具体案例对各类型的基本情况和下一步发展举措进行分析,旨在为各地产业链和人才链协同发展提供指导借鉴。
The integration of the four chains necessitates the synchronized advancement of the industrial chain,innovation chain,talent chain,and capital chain to harness all elements for driving high-quality development.This research delves into the central challenge of aligning the industrial chain and talent chain in the context of the four-chain integration.Drawing on the fundamental tenet of"aligning talent with industry,"a theoretical framework called"person-industry matching"is put forth to facilitate the fusion of the industrial chain and talent chain within the four-chain integration framework.Based on the status of the industrial chain and its corresponding talent chain,four categories are identified:integrated development,industry shortage,talent shortage,and blind integration.Through case studies,each category's current status and recommended future steps are examined to offer guidance and insights for fostering the harmonized development of industrial and talent chains across different regions.
