摘要
全民阅读上升为国家文化发展战略,与“文化精品建设”和“传播能力建设”等一同被列入文化重大工程,成为文化强国的重要评价指标之一。我国各地通过阅读立法形式来保障国民基本阅读权利,通过对国家及各省级行政区颁布的全民阅读中长期规划、地方立法、规范性文件进行研读分析,发现已颁布并实施全民阅读相关法规的24个省级行政区的全民阅读工作开展情况优于其它地区。“书香中国”全民阅读品牌综合传播影响力榜单中,上榜品牌在主流媒体的宣传推广下发挥了较好的阅读引领作用。阅读立法也为全民阅读活动推广常态化、制度化、有序化提供了平台支撑与保障。
Nationwide reading has become a national cultural development strategy,and has been included in the cultural megaproject together with"construction of fine cultural products"and"communication capacity construction",becoming one of the important evaluation indicators for cultural power.All parts of China guarantee the basic reading rights of citizens through reading legislation.Through the study and analysis of the medium and long-term plans,local legislation and normative documents on nationwide reading issued by the state and provinces of China,it is found that the 24 provinces of China that have issued and implemented relevant laws and regulations on nationwide reading have carried out the work of nationwide reading better than other regions.In the comprehensive communication influence list of the"Literary China"national reading brand,the listed brands have played a good leading role in reading under the promotion of mainstream media.Reading legislation also provides a platform support and guarantee for the promotion of normalization,institutionalization,and orderliness in reading activities for all.
