摘要
积分制在乡村治理中的应用是推进乡村治理体系和治理能力现代化的有益探索,对促进乡村治理机制创新和实现乡村治理有效发挥着重要作用。探究积分制在乡村治理共同体构建过程中的应用过程及其效果,可以进一步归纳总结乡村治理共同体构建的优化路径。关中西部A村的“积分制”实践表明,积分制在引入乡村治理的过程中,主要受到高位推动和基层响应的双重推力,从而使其顺利落地,并逐渐覆盖到乡村治理全过程,据此得出构建乡村治理共同体的关键在于实现四大转变,即由单一转向多元、由被动转向主动、由命令转向引导、由共建转向共享,通过构建命运共同体、行动共同体、责任共同体和利益共同体来促进乡村治理共同体的实现。
The application of the"credit system"in rural governance is a beneficial exploration to promote the modernization rural governance systems and governance capabilities,and plays an important role in promoting innovation in rural governance mechanisms and achieving effective rural governance.This paper takes the practice of the"credit system"in Village A in the west of Guanzhong as an example to explore the application process and effectiveness of the"credit system"in the construction of rural governance communities,in order to summarize the optimization paths for the construction of rural governance commu-nities.Research has found that in the process of introducing rural governance,the"credit system"is mainly driven by the dual forces of high-level promotion and grassroots response,which has successfully implemented the"credit system"in Village A and gradually covered the entire process of rural governance.Based on this,it is concluded that the key to building a rural gov-ernance community is to achieve four major transformations:from single to diverse,from passive to active,from command to guidance,from co-construction to sharing,and by building a community with a shared future,action community,responsibili-ty community,and interest community to promote the realization of rural governance community.
